His proposal was rejected by the Governor's office, but then a somewhat identical proposal was proposed to the legislature that was part and parcel the same idea. James' protests were ignored, but then something amazing happened. He started getting charged with crimes, the majority of which have been dismissed. He's a man on a mission, now, to get to the bottom of what happened to the funding that could have gone to create hundreds of jobs in Western South Dakota while providing critical means of self defense.
